The Aam Aadmi Party (AAP) has governed Delhi since 2014, coinciding with the Bharatiya Janata Party’s (BJP) rise to power at the Centre under Prime Minister Narendra Modi. Despite the BJP’s immense popularity and electoral dominance, it has repeatedly failed to unseat the Arvind Kejriwal-led AAP in Delhi. This is a remarkable feat, considering the BJP’s track record of displacing ruling governments across most states over the past decade.
BJP’s Strategy and the Double Engine Model
The BJP’s central electoral pitch has been the “double engine government” concept, where a BJP-led state government benefits from alignment with the BJP-led central government. This strategy has proven successful in many states, as voters often perceive it as a pathway to faster development and better governance.
However, the BJP has faced notable setbacks in three regions: Delhi, West Bengal, and Bihar. In Delhi, the AAP has consistently defeated the BJP, while Mamata Banerjee’s Trinamool Congress retained its hold in West Bengal, and Nitish Kumar’s Mahagathbandhan posed a formidable challenge in Bihar. Interestingly, these leaders have largely avoided the BJP’s criticism of dynastic politics, a common charge leveled against its opponents.

A key question arises: Has AAP’s governance in Delhi outperformed the BJP’s double engine model in other states? The Reserve Bank of India (RBI)’s annual publication, Handbook of Statistics for Indian States, provides valuable insights into the performance of various states from FY 2014-15 to FY 2023-24.
The Indian Express identified four key components to compare the performance of BJP-ruled states with those governed by opposition parties, including Delhi under AAP:
1. Economic Performance
- Per Capita Economic Output: Delhi has consistently maintained a high per capita income, reflecting robust economic activity despite its unique status as a union territory.
- Inflation and Employment: Delhi has fared well in keeping inflation under control while maintaining a relatively low unemployment rate compared to national averages.
2. Fiscal Health
- Delhi’s fiscal discipline has been noteworthy, with lower fiscal deficits and manageable outstanding liabilities. The AAP government has often highlighted its ability to deliver welfare programs without excessive borrowing.
3. Government Expenditure Priorities
- The AAP government has prioritized spending on education and healthcare, introducing flagship initiatives like the Mohalla Clinics and transforming government schools. These initiatives have garnered praise for improving public services and directly impacting residents’ lives.
- Infrastructure development, including road and public transport improvements, has also been a focus area.
4. Welfare Metrics
- Poverty Rate: Delhi has reported a relatively low poverty rate, which can be attributed to targeted welfare programs and subsidies.
- Electricity Availability: Per capita electricity availability in Delhi has remained high, with the AAP government ensuring uninterrupted supply and subsidized rates for residents.
Comparing Delhi with BJP-Ruled States
While BJP-ruled states often emphasize large-scale infrastructure projects and industrial development, Delhi’s governance under AAP has focused on grassroots-level improvements. This distinction highlights differing approaches to governance and development.
Challenges and Limitations
Despite its achievements, the AAP government faces criticism over issues like pollution, law and order (which falls under the central government’s purview in Delhi), and urban planning. Similarly, the BJP’s double engine model has not uniformly delivered results, with variations in performance across states.
The comparison between AAP’s governance in Delhi and the BJP’s double engine model reveals distinct approaches to development. While AAP emphasizes welfare and public service delivery, BJP’s model often focuses on large-scale projects and economic growth. Both models have their strengths and limitations, and their success ultimately depends on the unique needs and aspirations of the states they govern.
